Skill Restricted Duty: posted thirty plus years ago, The Skill Restricted Duty Board was to be a tool in police instruction that would help identify criminals by the mere act of committing crimes. For example, if a person commits a burglary, then they are liable for all charges that were incurred in this incident regardless of whether they committed this crime "solely in the commission of a criminal intent." This Board would keep police officers up to date on what are considered "crimes of opportunity." It was to be an individual who could post this information to members of the Police Force, which would allow them to engage in arrests of criminals using discretion. Although Skill Restricted Duty did indeed work for many years, it was always meant to be for the most senior members of the force. As such, it only had limited access to the public. Only ten percent of the posts were open to the public and the ten percent posts tended to be few and far between and involved very high level individuals with long service in the Police Force. So where was The Skill Restricted Duty Board? Where was the public to get knowledge of what posts were available and who could post them? Well, not much. Very few posts were actually posted on the Internet and even fewer police personnel looked at the Internet to look for police work. Therefore, the Skill Restricted Duty Board was born. This is an excellent bit of public information because there are some individuals out there who have been involved in criminal activity and were able to get their jobs with the Police Department despite being committed to The Skill Restricted Duty Board. The question is why didn't this happen. There are likely many factors. One being that many people are not really that committed to the organization or its goal of keeping track of people with criminal backgrounds. Another is that perhaps the members of this unit were not as good as they could have been or perhaps there just weren't enough of them to be truly effective. Well, there was a new board created to fill this void. The Police Officer Survival Team was formed in August 2021. This team is composed of the full complement of Warrant Officers and lieutenants. These two groups will be combined with the newest recruit who has been added to the Military Police Section and assigned to the SWAT teams. This new recruit is going to be placed in the position of the current Warrant Officer and will be supervised by the current warrant officer. The purpose of this is to create a hybrid unit with the newest member being in the military and the other members being police officers. This makes sense right? Well, if you think about it, this makes perfect sense. If the police wanted to know who committed crimes within a certain area or neighborhood, they would go to the local police station to see who committed crimes in that particular neighborhood and take the information they needed from there. However, they could not do the same with a citizen who may have committed crimes outside of that particular neighborhood and then use that information to find the person who did. This is where the new Skill Restructuring Board comes into play. The team will go out and restructure warrant officer jobs to increase the efficiency with which we are able to serve and protect our citizens from bad people. This is exactly what happened within the Los Angeles Police Department. After the Watts/ Rampart affair, many of the California State Senators voted to create a new board to serve as an oversight for the LAPD. These new boards would be composed of the members of both houses of the state legislature and would consist of the governor, attorney general, Speaker of the Assembly and the State Controller. All of these members were elected after the Watts/Rampart affair and all had prior law enforcement experience and expertise in their area of jurisdiction. This created a great deal of trust and transparency within the department and allowed the public to have greater confidence in the department and the police as well as greater faith in the police as a whole. Just as the Skill Restructuring Board was designed to aid the LAPD in their quest to be the most effective in fighting crime, the same principles can be applied to other departments and law enforcement personnel throughout the nation. We need to ask tough questions of our law enforcement personnel and insist on transparency in their operations. If they are not willing or able to provide a candid assessment of their department performance, we should not blindly follow them. If they are not willing to answer our questions, then we need to question whether they are suited for this job or another. If they are unwilling or unable to answer our questions, then we should not assign them to a crew skills team but rather turn them over to a qualified town hall meeting unit to ensure they are focused on the task at hand, which is making our communities safer. |
